If you are getting harrassing calls from this number, the answer is yes.
By filing a complaint, you are making the nature of the calls known to more people, including the caller. The more complaints a certain number receives, the more exposure it gets. Called and hung up after one ring. When I called back to find out who called, it said that they were HEY COSMO. It gave me 3 options, 2 of which I dont remember, the 3rd was to block all of my calls. I did not push anything, just hung up. Would someone please do something about this. I dont know how they got my number, I did not ask for this call, and I do not know anything about "HEY COSMO".
I got a call from this number on Oct. 20th on my cell phone. I just added them to my reject list on my cell phone. If you have that feature on you phone add it and hopefully they wont bother us again.
Calls are from Hey Cosmo, which is affiliated with Arsenal Marketing (in California, not PA). Another number for them is(650)282-2900.

Rang once and hung up. Showing as missed call. I do not call back unrecognized numbers. I have already changed my phone number once and will not do it again. I just ignore these calls and delete them.
Looks like theyve tapped into a list of cell #s. One ring and then beeping tone when answered. My service is w ATT.

Received call late at night with no message left. Would like for them to remove me from their calling list.

Caller showed as Emergency Call in all different languages and blocked my phone to where my only option was to call the ph# back. I had to turn my phone off so i could reset in order to use it. i believe the caller got my ph# through Itunes, because Itunes kept flashing in between the message of emergency call. plus after i reset the phone a message popped up saying iphone activated.

this should be stopped. Some of my crank calls which some I have traced are coming from out of the USA. These are persons who cheat everyday and dont give a crape. Too bad that there own country will not do anything to help stop this.

Received a call from this number on my cell on 090409 11:56am. It rang once, and hung up. Im in Tennessee and on the "National Do Not Call" list and dont give out my number.
7:54 PM CDT as missed call on cell phone in Texas. No message left. Probably rang while I was mowing grass and making too much noise to hear it.
Rang twice then hung up. No Msg left. Looked up the number and found many complaints on various sites and complaints with FCC.
I recieved a call from this number on 8292009 at 7:43 PM while doing sound at a concert in Watsonville, Ca.! My number is on the National Do Not Call list! I will file a complaint with the FCC this evening. Thanks for the warning.

I missed a call, then called back and it started saying some stupid stuff about staying in touch with your friends. It was kind of eerie.
Similar to many of the other posted complaints -- received phone call to my cell phone from this number. Rang at least twice...possibly three times....then stopped. Did not leave messsage. Assume it is some kind of scam. Whats the State of Pennsylvanias Attorney General and Consumer Protection Agency doing to put a stop to this???

My cell phone rang and by the time I got to the phone I missed this call. They did not leave a message so I did not worry about it. The next day at work I got curious about this number and googled it and found this web site. Shame on these people! Are they calling numbers at random? Im sending notice out to all my e-mail contacts. Maybe even post it on facebook. Good idea to google numbers instead of calling them back.

Receied a missed call message from this numnber and on auto return dial a message plays asking to press #1 to retrive the latest record. My cell is on the national Do Not Call registry - something needs to be done with this.
